EXPRESSIONS OF INTEREST

 

The Lagos State Government has received a Credit from the International Development Association (IDA), and intends to apply parts of the proceeds for International Individual Consultancy Services on Preparation of the Borrower’s Completion Report.

With the Lagos EKO Project nearing its completion date of December 2013, the World Bank requires that a Borrower's Completion Report (BCR) be prepared and will make arrangements for the visit to Lagos of a Bank implementation completion mission. The BCR is the principal document that will be used as the basis for the Lagos State Government's dialogue with the World Bank through the latter's implementation completion mission. In anticipation of that request from the Bank, Lagos State Government will use this consultancy to advice on the technical activities necessary for the effective preparation of a BCR).

Specifically, this consultancy will assist the Project Management Team in the accomplishment of the following operational objectives: (i) compilation and analysis of relevant project information, by project component and sub-component; (ii) organization and preparation of the zero draft of the BCR; and (iii) identification preliminary formulation of the possible objectives and components of a follow-on Lagos EKO II Project or other education operation.

The consultant will have an advanced university degree, preferably in education or economics and at least 15 years experience in the planning, implementation, and evaluation of education projects financed by the World Bank. The preferred consultant will be one with working experience in the World Bank in the capacity of task team leader, responsible for the identification, development, and supervision of projects in the education sector. He or she should have superior technical writing skills in English and will have worked in Africa, especially in Nigeria.

The Lagos EKO Project now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, 2011
